Hauptaufgaben
Incumbent monitors contractor performance of contract technical requirements to assure performance is within the scope of the contact; provides technical interpretation of the requirements to the contractor; maintains COR working files for audit purpose. These contracts are service contracts intended for maintenance, repair and rehabilitation of a variety of buildings, structures, and other items such as grounds, roads, railroad lines, utilities systems etc. Aids in developing performance work statements and monitors contract performance in accordance with the terms of the contracts and applicable Quality Approves as-required service contracts. Maintains current knowledge of Federal Acquisition Regulation , Department of Defense directives, and DA instructions to ensure compliance with contract service initiatives. Provides O&M leadership with analysis, recommendations, and comprehensive history required to support contract maintenance and changes. Prepares requests for contract changes, modifications, for the contracting officer. Performs technical inspections of the same to ensure adherence to contract specifications. Provides cost estimates and overall evaluation for the execution, inspection and administration of Indefinite Delivery Type contracts. Develops tasks and frequency charts for inspections. Revises inspection requirements and methods. Prepares check sheets and completes inspections to ensure performance and safety requirements are in compliance with the contract specifications. Inspects work for timeliness and quality completion by the contractor in accordance with contract specifications. If defects are present in work performance, determines problem source(s) and discusses problem with contractor’s representative. When defects exceed specified acceptable quality levels, prepares Contractor Discrepancy Report. Participates in meetings with contractor and contracting personnel to resolve compliance difficulties.
Conducts coordination and dialog with contractors as required, utilizing established negotiating practices to ensure the best interest of the government is served. Prepares modifications to contracts, price determinations and findings as required. Effects any further mediation necessary by changes in specifications, costs, delivery schedules and terminations during progress of contracts. Conducts meetings with the contractors to discuss performance and completion status as required by the contract. Processes requests for contract modifications in connection with termination actions. Ensures services are provided effectively in accordance with the statement of work. Maintains all service records and COR contract working files. In conjunction with contract management duties, prepares engineering design and contract specifications for maintenance, repair and rehabilitation of a variety of buildings and structures under the responsibility of the Site Livorno. Structures include buildings, schools, warehouses, drainage systems, streets and roads, arms rooms, etc. Working from specified design criteria and plans of existing facilities, prepares layout design proposed projects. Considers data such as topography, existing structures, and maintenance problems. Completes all phases of the work including analysis of data, engineering design, survey and / or measurement of job site, and development of alternative ways to reduce cost and maintenance. Initiates actions and / or makes recommendations based on data analysis.
extracts and analyzes pertinent data from a variety of sources, including journals, engineering handbooks, manufacturers catalogs, agency publications, precedent designs, etc. on alteration and maintenance projects, makes pre-design field investigations, collects data for design and determines nature / conditions of existing facilities to clarify requirements; reviews standard precedent designs and applies conventional, established practices / standards in situations where precedents are not fully applicable. Computes loads, strengths, thickness, dimensions and other calculations / requirements which are similar to previous projects.
NOTE : Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS : Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized
below.
EXPERIENCE : Applicants must have a minimum of 1 year of Specialized Experience, equivalent to at least the UA-03 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

SUBSTITUTION EDUCATION FOR EXPERIENCE : Education may be substituted for experience in accordance with the "General Schedule Qualification Standards" published by U.S. Office of Personnel Management.
