HSSE Manager - (Offshore) - Energy Oil & Gas Project

Reporting to Project General manager, the HSE Manager is responsible for developing, implementing, and maintaining health, safety, and environmental policies and programs across all phases of oil & gas projects from design and procurement to fabrication, offshore installation, commissioning, and operations. The role ensures compliance with legal, regulatory, and client requirements while promoting a strong safety culture and zero‑incident performance.
Key Responsibilities

1. HSE Management System

Develop, implement, and maintain the Project HSE Plan in line with ISO 45001, ISO 14001, and OHSAS guidelines.
Ensure compliance with company policies, client requirements, and local/international regulations.
Integrate HSE considerations into EPCIC phases (Engineering, Procurement, Construction, Installation, Commissioning).


2. Risk & Hazard Management

Lead Hazard Identification (HAZID), Hazard and Operability Studies (HAZOP), Job Safety Analysis (JSA), and Risk Assessments.
Establish and monitor Permit to Work (PTW) systems, confined space entry, hot work, and lifting operations controls.
Coordinate SIMOPS (Simultaneous Operations) risk assessments for offshore activities.


3. Incident Prevention & Response

Develop emergency response plans for onshore yards and offshore sites.
Lead accident/incident investigations using Root Cause Analysis (RCA) and ensure corrective actions are implemented.
Maintain records of all incidents, near misses, and corrective measures.


4. Monitoring & Auditing

Conduct regular site inspections, HSE audits, and compliance checks at fabrication yards, offshore vessels, and installations.
Monitor HSE KPIs such as TRIR, LTIFR, and environmental spills.


5. Training & Awareness

Organize HSE induction and competency‑based training for all project personnel (onshore and offshore).
Promote a proactive safety culture through campaigns, toolbox talks, and safety stand‑downs.


6. Environmental Protection

Ensure waste management, pollution prevention, and spill control measures are in place.
Monitor environmental aspects such as emissions, discharges, and hazardous material handling.


7. Documentation & Reporting

Maintain accurate HSE documentation, including registers, risk assessments, audit reports, and training records.
Submit weekly, monthly, and quarterly HSE reports to project management and clients.

Typical Reporting Line

Reports to: Project Director / Corporate HSE Director
Direct Reports: HSE Engineers, Safety Supervisors, Safety Officers, Environmental Officers
Interfaces With: Construction Manager, QA/QC Manager, Commissioning Manager, Client HSE Representatives, Regulatory Authorities.

Project Phases Responsibility Distribution

Planning: Develop Project HSE Plan, training matrix, yard‑specific procedures, offshore‑specific HSE bridging documents, SIMOPS plans.
Execution: Supervise yard safety, fabrication activities, and contractor compliance; monitor offshore installation, hook‑up, commissioning, marine operations.
Emergency response: Coordinate yard emergency drills and incident reporting; lead offshore drills, medevac coordination, and emergency response.
Monitoring: Conduct yard HSE audits and inspections, perform daily offshore HSE inspections and PTW compliance checks.
Training: Conduct inductions, hazard awareness, and refresher courses; deliver offshore‑specific toolbox talks and safety meetings.

Qualifications, Experience, Knowledge and Skills

Bachelor of Science Degree (BSc) in Engineering from an accredited university.
Work experience of fifteen (15) years in the sought discipline after earning the BSc degree.
Candidates should have a minimum of 5 years of offshore experience in total, with at least the last 35 years spent on offshore projects.
Excellent spoken and written English including proven ability to write specifications and reports.
