The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, established in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolio through strategic fundraising for development activities.
Organizational Context
WFP seeks a Government Partnerships Officer for Social Protection based at Headquarters in Rome, Italy.
Job Purpose
WFP relies on voluntary contributions for funding. Building relationships with public sector donors is crucial for supporting projects that impact millions globally. Fundraising in the thematic area, especially social protection, requires targeted strategies and expertise in social protection financing.
Responsibilities
Implement a government donor engagement plan on social protection to develop and strengthen partnerships aligned with WFP’s strategic goals, including organizing thematic discussions, events, and publications.
Position WFP’s value proposition with partners, develop tailored engagement materials, and support policy dialogue at national and global levels.
Guide units and offices on partnership strategies, proposal writing, and best practices; update social protection portfolios and funding needs.
Maintain up-to-date donor intelligence and promote the use of key information systems within WFP.
Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are managed effectively.
Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to maximize opportunities.
Support corporate dialogue with partners, highlight strategic opportunities, and prepare briefs and recommendations for senior management.
Assist in designing partnership proposals, negotiations, and agreements, ensuring partner visibility and compliance with norms.
Support positioning of social protection portfolios in countries with WFP presence, sharing insights and advising on donor engagement strategies.
Perform other related duties as required.
Qualifications and Experience
Education: Advanced degree in International Development, Economics, International Relations, Social Protection, or related field.
Experience: Minimum of 8 years in partnership roles, with expertise in social protection policy, financing, and programming.
Knowledge and Skills
Experience in developing partnerships and advocacy events.
Ability to build long-term relationships across sectors and geographies.
Resource mobilization, negotiation, and proposal development skills.
Data-driven decision-making and external messaging expertise.
Experience with system improvements and partner intelligence platforms.
Languages
Fluency in English (level C); knowledge of Spanish, French, or Arabic is a strong asset.
