About WFP

The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, created in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolio through strategic fundraising for development activities, which differs from fundraising for humanitarian work.
Organizational Context
WFP seeks to fill the position of Government Partnerships Officer for Social Protection, based at HQ in Rome, Italy.
Job Purpose
WFP relies on voluntary contributions to finance its projects. Building relationships with public sector fundraising partners is crucial for supporting projects that save and transform lives globally. Fundraising for social protection from development partners is gaining momentum following WFP’s Strategic Plan approval. This requires targeted strategies and expertise in social protection financing.
Responsibilities
Lead the implementation of a government donor engagement work plan on social protection to identify, develop, and strengthen partnerships aligned with WFP’s strategic goals, including organizing thematic discussions, events, and publications.
Position WFP’s value proposition in social protection with partners, develop tailored donor engagement materials, and support policy dialogue at national and global levels.
Guide units, regional bureaux, and country offices on partnership strategies, proposal writing, and best practices; update programming portfolios and funding needs.
Maintain up-to-date donor intelligence on social protection and promote use of key information systems.
Coordinate the Social Protection Trust Fund, managing donor relations and reporting.
Manage the social protection partnerships portfolio, including partner profiling, data analysis, outreach planning, and identifying opportunities for collaboration and growth.
Support corporate dialogue with partners through high-level consultations, highlighting strategic opportunities, and providing recommendations to senior management.
Assist in designing partnership proposals, negotiate agreements, and ensure partner visibility and compliance.
Support WFP’s positioning in countries where it operates, based on socio-political insights, and advise on donor engagement strategies.
Perform other related duties as required.
Qualifications and Experience
Education: Advanced degree in International Development, Economics, International Relations, or related field.
Experience: At least 8 years in partnership roles, with expertise in social protection policy, financing, and programming.
Knowledge and Skills
Experience in developing multi-stakeholder partnerships and organizing advocacy events.
Proven ability to build long-term relationships and expand engagement across sectors and geographies.
Experience in resource mobilization, negotiation, and data-driven decision making.
Excellent external communication skills, including messaging and briefing development.
Contributed to system improvements and partner intelligence platforms.
Languages
Fluency in English (level C); knowledge of Spanish, French, or Arabic is a strong asset.
