OverviewExpert Operator for e-Legislation (6 positions) - International organization with OSCE presence in Albania. The project aims to digitalize and consolidate legislative acts for the Albanian Parliament using e-Legislation tools, including Lime Editor, and to publish at least 15 laws in consolidated form.Objective of AssignmentThe Expert Operator for e-Legislation will work in the premises of the Assembly of Albania, leading the markup and consolidation of legislative documents in Lime Editor and publishing at least 15 laws in the e-Legislation Portal. Final XML documents will conform to scanned contents, ensuring accuracy and credibility of data uploaded to the repository. The role requires handling sensitive legal documents and maintaining security and confidentiality.DurationThe consultancy lasts for 4 months, from February to June 2025 (up to 80 working days).ResponsibilitiesLead the markup and consolidation of legislative documents using Lime Editor to meet publication standards, with laws to be marked up provided by the Project Team in consultation with the Assembly of Albania.Facilitate quality assurance and publication workflow; provide marked up files for validation by Legal Advisors and Project Experts; implement changes as per comments to ensure accuracy and compliance.Provide day-to-day technical guidance on the e-Legislation system to Junior Operators; conduct peer-to-peer training and demonstrations on markup techniques and Lime Editor usage.Oversee document management from markup to publication in the Search Engine/Portal.Develop periodic reports detailing the markup process, challenges, solutions, and progress; report to the National Project Officer and e-Legislation Focal Point in the Assembly.DeliverablesAt least 15 Laws published in the e-Legislation Portal in their consolidated form.Weekly and periodic reports on documents processed, progress against milestones, and procedural improvements.Final report detailing the markup process, scope, methodology, challenges, solutions, and errors resolved.Report describing challenges and lessons learned from mentoring Junior Operators and recommendations for efficiency improvements in scanning, OCR error correction, and preliminary markup skills.QualificationsDegree in Law or demonstrated proof of completion by July 2025.Extensive experience with Akoma Ntoso or similar legislative markup languages; proficiency with e-Legislation software.Experience in Legal/IT field preferred; prior work with the Assembly of Albania or OSCE/other international organizations is an advantage.Familiarity with similar work processes; computer literacy with MS Word and scanning tools.Excellent legal drafting, writing and communication skills in Albanian; good working knowledge of English.RemunerationRemuneration will be based on qualifications, experience, tasks and deliverables, and in accordance with OSCE established rates.How to ApplyPlease apply via the OSCE online application link: https://vacancies.osce.org/.Other InformationThe OSCE retains discretion to re-advertise/re-post the vacancy, cancel recruitment or modify the job description or duration.
