currently looking for a motivated and enthusiasticBid Costing ManagerOverviewPurpose of the JobTender/Bid cost manager: To prepare, lead and manage all costing and pricing aspects of a tender within the tender team, with the support of Finance Tender Manager on all financial aspects (from Business Opportunity Review up to Tender Transfer Meeting)To support Bid manager or Bid sub-system managers on target cost, cost consolidation and cost challenge per sub-systemTo support the Project team on costing aspects until CPR1 (Critical Project Review n°1)Project cost manager (only applicable for RSC Projects with criticality level High): Lead cost estimation activitiesLead transversal cost reduction activities at global train level, with the support of the related functionMain responsibilitiesKey accountabilities for Tender/Bid cost manager:Prepare quick costing during pre-tendering phase, based on product cost database and return of experience from project executionSupport the Bid manager in the preparation of the IFQ (Instruction For Quotation), in accordance with pricing strategyDefine the cost structure for the bid according to RFP (terms and conditions, etc), sales requirements, etcDefine target cost per activities and/or sub system in coordination with Bid sub-system managers, matching with winning price and identified gaps versus Reference SolutionLead cost estimation activities based on target cost approach with all participating units and métiersLead cost improvement actions to reach tender cost /target price using all competitiveness levers, and challenge the contributorsLead a collaborative work with Finance Tender Manager to optimize Financial costs (bonds, financing, hedging, insurance, taxes, etc), and to improve overall competitiveness of the bidConsolidate tender costs commitment and selling price as per financial rules and in the consolidation tool (Mercury/2.1/ or Ody.C)Control the level of robustness of the costing (consistency between scope of work, costing received and planning), and use the Costing robustness assessment gridSupport proactively the Bid manager and the Finance Tender Manager during the tender validation processPrepare the Costing package for TRM (Tender Review Meeting) (cost analysis/bridges, standard report, cash curve, etc), and support the tender leader on the preparation of the pricing sheet for the customerLead cost estimation activities, in coordination with Bid sub-system manager, for changes discussed with the customer during negotiation phase and update the cost commitmentTransfer tender costing data (with related assumptions) to Project (TTM / Tender Transfer Meeting) + variance analysis (from TRM/ Tender Review Meeting -->TTM/ Tender Transfer Meeting)Support on demand the Project team on costing for variation ordersKey accountabilities for Project cost manager:Prepare, lead and manage the cost estimations for VO (Variation Order) and NAVO (Non-Agreed Variation Order) within the Project team, with the support of the Finance Project Manager for financial offerFor all the transversal activities at train level (eg not at Sub-system level):Collect and monitor cost reduction initiatives with the support of the related Métier: ideas collection, preliminary studies, action plan follow-up, risk & savings register updateCoordinate costing analysis during design phase with the support of the related stakeholders, for the activities impacting several Métiers (ex: budget versus savings analysis)Build comparisons on different solutions and support Make or Buy evaluations (in coordination with the Finance Project Manager and Project Operation Manager/or Project Industrial Manager)Support the Finance Project Manager in the monitoring of forecasted EAC (Estimated At Completion) at train level:Ensure that committed and secured savings, including the related action plan, are registered in the FPR (Finance Project Review)Highlight deviations from budgetProvide variance analysis on train RC based on CPU (Cost per Unit) and train NRCSecure the implementation of the savings action planOn case by case for Projects in PM2020 mode: support Sub-system managers on cost consolidation and cost reduction plan per sub-systemPerformance measurements:Provide all costing and pricing deliverables on timeAccuracy and robustness of costingFor Tender/Bid cost manager: reliability of cost commitment between TTM and CPR0, out of change of scope/planning/global environmentFor Project cost manager: securization of committed savings & early warning on PPI evolutionEducational requirementsEngineering degree and/or Business SchoolExperience in Railway industryKnowledgeable of Costing, in similar industryCompetencies & SkillsTechnical:Ability to recognize product and associated costs, and understand operational flows (engineering, manufacturing, industrial, etc)Ability to analyze and challenge contributor's commitmentsAbility to define cost impact of terms & conditionsSufficient awareness of financial rules and contractual aspects (bonds & guarantees, …)Experience in Value analysis, Product cost and Cost modelsRigor and good analytical
