Internal DescriptionDescription - InternalGRADE: G17SECURITY CLEARANCE: NATO S E C R E T1. POST CONTEXTNATO nations have chosen to acquire a wide area ground surveillance asset based on a High Altitude Long Endurance (HALE) Remotely Piloted Vehicle (RPV). The system chosen is based on a uniquely designed RQ4-4D (Global Hawk) with the Multi-Platform Radar Technology Insertion Programme (MP-RTIP) as the primary sensor, a ground segment including deployable assets, and a supporting communications architecture dedicated to filling some of NATO'S Joint Intelligence, Surveillance, and Reconnaissance (JISR) needs.The Joint Staff is a structural modification established to meet strategic and operational planning needs. The workforce in these Divisions gathers and analyses information to support decision-making and optimizes resource utilization.Effective coordination and communication across the different divisions are crucial for aligning actions with the command's objectives and strategic goals.The J5/7 Plans, Training and Exercise Division is responsible for strategic planning and policy development as well as dedicated to the development and execution of training programs and exercises. This division formulates long-term plans that align with the command's objectives and mission requirements. By integrating J5/7 into the Joint Staff, the command benefits from a cohesive approach to future operations, ensuring that all plans are comprehensive and well-coordinated with other divisions. Additionally, this division allows for the development of training initiatives that are closely aligned with operational requirements and strategic goals, thereby enhancing overall mission readiness.The J5 Branch oversees prioritization, and synchronization of operational capability and support requirements, in line with acquisition, programming, and budgeting processes in NISRF.The incumbent is responsible for validating Weapons System modernization requirements and synchronizing them across the requirements, acquisition, programming, and budgeting processes. Supports NISRF requirements at boards and working groups. Provides requirements management to programming and budgeting activities. Supports leadership preparation for Board of Director meetings and NISRF Management Boards.The Senior Engineer reports to OGS JPPX 0010 - Branch Head (J5) - OF-42.
DUTIES
The incumbent's duties are: Initiate and manage the synchronization of emerging Force weapons system modernization requirements across the acquisition, programming and budgeting processes.Assists in the development of Operational Requirements Document for Statements of Need and Proposed Technical Solution development and acquisition.Provide engineering support and technical advice for the development of NISRF flight and mission systems modernization requirements.Responsible for staff functions related to coordinating and directing NISRF Component systems integration.Coordinate directly with the acquisition agency, ISR Programme Management Agency and other NISRF entities on requirements and modernisation-related systems integrations issues. Participates in programme management and technical meetings with contractors.Develops Statements of Need and Operational Requirements Documents in support of NISRF Operational Requirements.Provide advice and co-ordination to assist NSPA in the development and updating of Package Proposals (PP), Statements of Work (SOW), and Technical Requirements Documents (TRD).Represents NISRF at meetings with NSPA and civilian contractors. Represents the technical user community at Mid-Term programme management reviews and technical interchanges.Ensures co-ordination decisions, policies and plans are developed in support of modernisation activities.NATO ISR Interoperability--Responsible for staff functions related to all aspects of NISRF interoperability to include monitoring and advising on interoperability requirements and software change implementation procedures.Reviews and assesses potential and identified NISRF interoperability problems and enhancements and recommends solutions to appropriate authorities.Assess the impact and applicability of proposed NATO STANAGS on the NISRF system and interoperability.Provide guidance to NISRF COM and operational and support staffs concerning NATO systems integration and airworthiness.Assist in the development of Standard Operating Procedures for NISRF flight and mission systems.Co-ordinate NISRF technical systems issues with the NATO Allied Command Operations (ACO) and Allied Command Transformation (ACT) staffs and other NATO and national interoperability and software agencies and organisations.Represent NISRF at various NATO and national interoperability and software agencies and working groups including the SHAPE Delegation to the NATO Board, Information Systems Sub-Committee Interoperability Agency Data Link Working Group; NATO Interoperability Review Group; Air Command and Control System Software Committee.Negotiates with NATO and national acquisition agencies to obtain the most practical and cost effective solutions to airborne networking, operational data link and interoperability requirements.The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.The incumbent may be required to perform like duties elsewhere within the organisation as directed.The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.The work is normally performed in a Operational Airbase with possible access to runways aircraft hard standing areas.Normal Working Conditions apply.The risk of injury is categorised as No Risk.The work is normally performed in Shifts.3. QUALIFICATIONS AND EXPERIENCEESSENTIAL
QUALIFICATIONS AND EXPERIENCE (ESSENTIAL)
University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, management information systems, accounting, finance, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.Sound knowledge of command, control and communications computer systems.Thorough knowledge of the capabilities, limitations, cost performance and operation of computer systems in support of command, control and communications applications.Minimum four years of practical experience in tactical data link communications and administrative programme/project management procedures.Must have an English Standard Language Proficiency level of “professional” in Listening, Reading, in Speaking and Writing (SLP 3333 based on NATO standards).

Global Hawk or other Remotely Piloted Aircraft Control System knowledge and experience Background working with NATO Committees related to Air Defence
POSITION AND CANDIDATE PROFILE
Personal AttributesSelf-motivated, high energy individual able to work independently with a range of matters to deal with (such as Global Hawk mission and support software, real-time data link characterization and capabilities and interoperability among various NATO and national command and control systems), which require a composite knowledge of real-time software engineering and development process, technical characteristics and management of data link message standards, the functions and relationships of numerous NATO and national software and interoperability organisations and agencies.Sound judgement and credibility at all times are required due to the potential significant impact of the matters dealt with regarding NATO ISR Force operational effectiveness. Visionary and analytical skills required to develop policy for NISRF interoperability and software baseline development and co-ordination as directed by ACOS, Requirements and Modernisation. Diplomacy and tact are required in performing duties.Professional contactsActs as NATO ISR Force liaison with all relevant NATO, national and international organisations to ensure effective co-ordinated ISR fleet software acquisition, development and fielding and interoperability. Co-ordinates software and interoperability issues within the entire NISRF.
CONTRACT
The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).The basic entry-level monthly salary for a NATO Grade G17 in Italy is Euro 7,055.72 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
